that may be true, but you can get a feeling to which character will be high or low.
Diddy is a high, but Lucario is probably in the middle.

There are tiers, but we have yet to truly master figuring out which character is where. The tiers are there we just don't know them. Until then, I will continue to keep trying to make one.
